Residents press board on land-use taxation and perceived enforcement gaps during public comment

Several Fluvanna County residents used the public-comment period May 7 to press supervisors to address land-use taxation and perceived enforcement problems, urging greater fairness and transparency.

Patty Rainer, speaking as a resident, asked the board to hold a town hall and to exercise authority over land-use approvals, saying some property owners receive preferential taxation under land-use classifications. She said timber and large landowners keep properties in land use even when not actively producing crops or when holdings exceed ten acres, and she called for audits, enforcement and rollback taxes where appropriate. Rainer said she supports farming but urged the board to ensure affidavits and tax forms reflect actual agricultural production.

Another commenter, Don Rayner, compared Fluvanna’s budget and tax rates to neighboring counties and said rising budgets and tax bills deserve closer scrutiny. Neither item produced formal board action during the meeting; supervisors acknowledged the comments and staff offered to discuss processes with citizens and schedule meetings as appropriate.
