Terrell, Texas — The Terrell City Council on May 6, 2025 approved a three‑year service contract to handle municipal court collections with Linebarger, Goggin & Sampson LLC, following a review of three responsive proposals.
City staff said Request for Proposals No. 12025 was issued March 11, and three firms submitted technically complete responses. City Manager Mike Sims briefed council on the review committee, which included representatives from the police department, the municipal court, the city attorney’s office and municipal development.
“The committee ranked the same firms in the same 1, 2 and 3 order,” Sims said, reporting that the combined scores placed Linebarger, Goggin & Sampson LLC first with 239 points, the next firm at 209 and a third at 64. Sims recommended awarding the contract consistent with the review committee’s ranking and authorized the city manager to negotiate and execute a three‑year agreement.
Councilmember Phil Robinson moved to approve the recommendation; Mayor Ronnie Velasquez seconded. The motion passed unanimously. City staff said contract negotiations will include performance provisions and options for extensions, and the city attorney will ensure contract language addresses performance shortfalls.
The review committee members identified in the meeting were Officer Brenda Bu‑Bueland (police), Chief Clerk Christine Clark (municipal court), City Attorney Marigail Ramsey, Judge Mike Smith and Assistant Municipal Development Director Raylan Smith.
