Planning commission recommends rezoning 6500 Taylor Road from light industrial to professional office

The Pataskala City Planning and Zoning Commission recommended approval Wednesday of a rezoning for 6500 Taylor Road that would change the parcel from M-1 (light manufacturing) to PRO (professional/research/office).
The recommendation came after staff said the 0.72-acre site, currently occupied by an office building with about 21 off-street parking spaces and a small fenced area at the rear, is already configured for office occupancy and that an intended tenant would be a home‑health care agency. Staff told the commission the requested PRO zoning is consistent with the comprehensive plan’s “flex industrial” future‑land‑use guidance and that PRO allows office uses that are not permitted in M‑1.
Staff said the property has a history of use‑variance requests for non‑M‑1 uses, noted that no renovations are required for the proposed office use and pointed out that planning and zoning may not impose conditions on a straight rezoning recommendation. Robert DiCuccio, an attorney representing Sequium Investments LLC (the property owner), told the commission the applicant amended its application after discovering a code provision that precluded another zoning district and asked the commission to recommend approval. “We did amend our application, for a change to PRO zoning,” DiCuccio said.
Commissioners asked only routine clarifying questions about the site and nearby lots. The commission then voted to recommend approval; the roll call recorded affirmative votes from commissioners Rogers, Smiley, Bush, Truex, Mancino and Grell. The motion passed.
The commission’s recommendation will go to Pataskala City Council for final determination under the city’s procedures for rezoning requests. Staff reminded the commission that any conditions the commission might want to place would have to be addressed at council because the commission cannot place conditions on a straight rezoning recommendation.
