Council and the Government Operations and Regulations committee had recommended approval, and Taylor said the new owner had met with West End United Methodist Church and provided a note from the church saying it was “okay with this continuing to be a short term rental.”
After the public hearing closed, Taylor moved to approve the exemption. The clerk later recorded three abstentions on final action; the remainder of the council voted in favor.
The resolution was described on the floor as triggered by a change in property ownership and intended to allow the property to continue operating as a short‑term rental under the current non‑owner‑occupied permit. Council members who spoke did not propose additional conditions or operational limits during the meeting.
