NASHVILLE — The Metropolitan Council voted May 6 to authorize several Metro departments to purchase vehicle‑mounted cameras, in‑truck sensors and roadside monitoring equipment under statewide cooperative agreements.
Council members said the systems are intended to monitor vehicle diagnostics, salt levels and roadway conditions and to support maintenance and safety operations, not to perform broad public surveillance.
The measures were grouped and introduced by Councilwoman Delicia Porterfield and Transportation Chair Sean Parker, and approved after committee reports and public hearings. Porterfield told the council the budget and finance committee and transportation committee reviewed the items and that the devices “are not surveillance in the idea that people may think of surveillance.” She added, “none of these cameras or devices will be able to capture people’s images, no facial recognition software, no license plate reader software.”
Committee records in the meeting show unanimous or near‑unanimous committee approvals before final votes on the council floor. The authorizations included: an NDOT purchase under an agreement with Samsara Inc., several Water and Sewer Services agreements (Rubicon Global LLC, Verizon Connect NWF Inc., Xonar Systems Inc.) and cooperative‑purchase approvals for diagnostic “puck and wand” inspection tools and in‑truck sensors.
Council members asked staff in the meeting to confirm technical limits on data capture. Council member Allen clarified that at least one of the items is a contamination sensor inside a truck and not a street‑facing camera. Porterfield and Parker said the procurement language and committee reviews require contracts to prevent acquisition of facial recognition or license‑plate reader capabilities.
Supporters argued the devices are routine fleet management technology that will improve operations: GPS and diagnostics to track vehicle location and condition, and in‑truck sensors to detect contamination or check salt levels. Two people present in the gallery were recorded as opposing at least one item during the public hearings, but they did not take the podium to speak.
The council adopted each resolution after the public‑hearing process; no councilwide amendment limiting specific vendors or requiring separate public‑reporting requirements passed on the floor during the meeting. Council members said third‑party audits and specifications will be part of contract review in procurement and committee oversight going forward.
A final note: several items were described in committee as having automatic blurring or other safeguards to avoid capturing identifiable imagery. Council members who questioned the measures emphasized that citizens should expect continued committee-level review of contract language and technical specifications as agreements move through procurement.
