County awards $5.3M White Lakes road project and reappoints Public Works director for four-year term

St. Louis County commissioners approved a competitive bid award of $5,300,000 to Northland Constructors for grading, aggregate, curb and gutter work in White Lakes and confirmed the reappointment of Public Works Director Jim Faldesi for another four-year term.

Public Works staff said the project includes preservation and storm-sewer work on County Road 110 (the town’s main street) and County Road 665 and adds a new sidewalk funded in part by carbon-reduction dollars. Director Faldesi and staff described a funding mix that includes approximately $600,000 in carbon-reduction funds for a new sidewalk, $400,000 in STBG federal funds that district staff were able to assign to the project, transportation sales-tax proceeds (about $2,000,000) and utility investments by the city of White Lakes (~$860,000).

Deputy staff and commissioners praised the competitive bids and project team. Commissioners asked staff to monitor change orders closely because three bids came in unusually close to the engineer’s estimate; staff said they would watch for overages.

Separately, the board reappointed Director Faldesi to a four-year term to lead Public Works and Transportation. Administrators and commissioners praised his leadership and cited a multi-year program of facilities and road investments; commissioners described the department’s recent delivery record and staff expertise.

Both the contract award and the reappointment were approved by voice vote; the transcript does not show a roll-call tally.
