Council approves READ summer program pilot, city funding and procurement to follow

The Riviera Beach City Council approved Resolution 49-25 on May 7 to update the Riviera Beach Education Advisory Committee and authorize the READ (Riviera Beach Education Advancement Directive) program structure and delegated signature authority to the city manager for contracts up to $150,000 for the pilot program.
Assistant to the city manager Dr. Latranda Hayes presented the program to the council, describing a three-year pilot that will start in the summer of 2025 and focus on K–12 academic supports in English language arts, science and social studies. The program’s objectives include summer tutoring and interventions, technology-based instruction, weekly group sessions, academic coaching, progress monitoring linked to student-information-system (SIS) data, and family-engagement activities; incentives and field trips are planned to boost participation.
Hayes said the program funding requirement is $150,000 for the initial implementation and that staff intends to solicit service providers via an RFP process (14-day solicitation) to provide tutoring and related services at the city’s summer camps. In response to council questions she said the city previously allocated $250,000 in an earlier fiscal-year action and the READ effort will draw from those available funds; Hayes also said staff will pursue a data‑sharing agreement with the school district to obtain test scores for progress monitoring.
Council approved the resolution unanimously and asked staff to publish the RFP promptly so partners can be procured in time for summer camp implementation. Hayes said providers will need district-approved technology and protections for student data; staff will require appropriate confidentiality agreements or data-sharing arrangements before receiving SIS access.
