Commission approves application to seek HMGP funding to update county pre-disaster mitigation plan

Codington County commissioners approved emergency management’s request to apply for Hazard Mitigation Grant Program (HMGP) funds, under federal disaster declaration DR-4807, to update the county’s pre-disaster mitigation plan.
Andrew Delgado, representing the emergency management office, told the commission that the BRIC program previously funded plan updates but was discontinued in April. HMGP under DR-4807 — the declared disaster for severe storms, straight-line winds and flooding last year that affected primarily the southeast portion of the state — provides a window to apply for plan update funding. Delgado said the county’s current mitigation plan is valid through April 2027 and that an updated plan is required to remain eligible for certain federal mitigation grants.
Delgado estimated the plan update would cost in the ballpark of $20,000. He said First District would facilitate writing the plan and that the county’s required local match would be offset by dues the county already pays to First District.
Commissioner McElhinney moved to approve the application; Commissioner Gable seconded. The motion carried on a voice vote.
