Assembly advances charter-review topics and adopts rules changes to streamline committee procedures

The Assembly of Delegates' Charter Review Committee reported on April 30 that it will pursue a periodic review of the county charter and recommended a set of topics for consideration; the committee plans monthly meetings aiming to complete the review by January 2026.
Attorney Lauren Goldberg of KP Law provided an overview of the charter-review scope during the committee's hybrid April 30 meeting, the committee chair reported. Committee members said they would seek stakeholder input from the assembly, county commissioners, town boards and regional entities and scheduled subsequent meetings for the last Wednesday of each month, beginning May 28.
Separately the assembly considered Resolution 25-07, a package of amendments to the Manual of Governance and Procedures. Clerk Clark summarized the changes as mostly housekeeping and alignment with Robert's Rules and current practice, a renaming of the government-regulations committee to better fit its work, clarification of minute-approval procedures and a provision making the clerk the official parliamentarian once that training is certified.
Delegate concerns about transparency and whether all departments should appear before budget committees were raised elsewhere during the budget debate; the resolution itself was adopted unanimously by roll call (14 yes votes, representing 97.25% of the county population).
Clerk Clark said the resolution is intended to remove outdated procedures that do not reflect current hybrid meeting practices and to provide protections and notice before a chair signs committee minutes. The resolution will amend the assembly's manual but delegates may bring additional resolutions to modify rule sections in the future.
Committee chairs noted that HR and staffing matters related to the assembly will be coordinated with the charter-review timetable and that interviews for assembly part-time staff were underway under HR guidance. The charter-review committee will publish meeting notices and seek public input at scheduled sessions.
