Assembly amends FY2026 budget to add part-time HR support after heated debate over process

The Assembly of Delegates voted May 7 to approve the fiscal year 2026 operating budget and related ordinance substitutions, including an amendment to fund a part‑time human resources position for county administration.

The amendment that added the HR position was proposed as a substitute to the budget language on the floor; a roll-call on the amendment recorded 11 votes in favor and 3 opposed (delegates Green, Harder and Killian voted no). The substitute motion and the budget as amended were later adopted by the assembly.

Delegates debated the move at length. Opponents said the timing and process were improper, describing the amendment as a late insertion tied to separate negotiations over assembly staffing. Supporters said the county’s growing workforce requires additional HR capacity and that the position would provide essential compliance, benefits and employee-support work.

"Operating such a large number of employees with just one person is, to me, surprising," Delegate Frizzell said in support. Dean Oman, chair of the finance committee, explained that the committee recommended funding the request despite one member’s dissent on sustainability grounds.

Separately, the assembly discussed and introduced two ordinances and job descriptions tied to the clerk of the assembly and an assistant clerk position. The chair of the standing committee on government regulations reported that interviews for a part‑time assembly staff person were underway; committee members were set to interview candidates and select a finalist who would require two of three votes from that hiring panel.

Several delegates expressed continuing concern about whether the administration would follow through on filling the clerk position after the budget passed. Administration representatives said the hiring process was in motion and that the salary line for the clerk positions appears in the adopted budget. No final appointment occurred at the May 7 meeting; the ordinances introducing job descriptions were placed on file for future action.

The assembly also adopted other FY2026 items on the agenda, including operating budgets for the Cape Cod Commission and the Dredge Enterprise Fund. Delegates asked for better coordination and availability of department heads at committee budget hearings going forward.

The administration said it did not anticipate asking the assembly for additional FY2026 funds immediately in connection with this HR position; staffing and long-term sustainability would be discussed in subsequent committee work and during the next budget cycle.
