Resident raises runoff concerns at Bethlehem Road construction; city says engineers will review

A Lebanon resident told the City Council he is worried that an active construction site at a curve on Bethlehem Road could send runoff downhill toward his property and into a nearby ditch and sewer system.
Jim Dunn, who said he lives at 1709 Blairmont Drive, described equipment and disturbed soil at the construction site near the Bethlehem Road curve and asked what measures would prevent stormwater from running toward Oak Drive, where he said a sewer line has previously had problems. “What they're gonna do when it rains? ... If they don't do something to stop the water, then it's gonna run right on down, right by my house into Oak Drive,” Dunn said.
In response, a city official told Dunn the design will include standard stormwater controls. Jeff Baines, Commissioner of Public Services, said the engineering design will include detention ponds and similar measures and that the project will be scrutinized by city engineers: “They'll detention ponds, etcetera. So it will be scrutinized quite quickly.” The mayor also told Dunn city staff would follow up and monitor the work.
No formal permit or action was adopted at the meeting regarding the Bethlehem Road work during the public comment; the remarks were made during the citizens’ communications portion of the council meeting. The resident requested additional information and assurance that erosion and runoff controls will be in place; city staff committed to follow up with answers to his specific questions.
