Lebanon council approves first reading for Highway 109 land-use change after mixed public comment

The public hearing drew nearby homeowners who opposed the change and a listing agent who said the owners hope for low-intensity commercial uses. Sandra Hoffman, who said she lives at 1660 Martha Leeville Road and that “their backyard hits my backyard,” told the council she and neighbors worried that a commercial parcel abutting residences would reduce property values, harm privacy and increase noise. She also raised environmental concerns tied to a roughly one-acre pond on her property that drains into a downstream stream and supports wildlife.
Tanya Denny, a realtor who said she represents the property at 1635 Highway 109, said prospective uses would be small-scale, giving examples such as woodworking or contractors with a few work trailers. “We aren’t looking at allowing anything or, you know, having a buyer do anything on the property that would contaminate the pond or anything like that by any means,” Denny said, and noted the site is on septic, which she said limits the scale of future development.
Jason Hoffman, who also lives at 1660 Martha Leeville Road, told the council he shared his wife’s concerns and said, “once it’s commercial, anybody can do anything that they want, but years down the road, whether they sell to somebody now … once it’s commercial, it just doesn't make any sense.”
The city staff record for the item identifies the request as submitted by Hall Enrichment Group LLC; Planning Commission members recommended denial at their March 25 meeting. The council vote on first reading was moved by Councilor Bridal and seconded by Councilor Morehead; the motion to approve carried on the voice vote. The item is recorded as Order Number 257192.
Council members noted the properties are outside the Lebanon city limits and that the council’s action is an advisory recommendation to the county; the county will make the final decision.
