Neighbors object to proposed poultry operation as Adams County committee approves rezone request to expand agricultural uses

An Adams County committee approved a rezoning request by Daniel and Lorraine Miller that changes portions of the property’s zoning to allow agricultural uses, a decision that moves the rezoning to the county board for final review.

Neighbors said they fear the change would permit a 6,000‑chicken facility and could lead to future livestock operations with adverse noise, odor and water-quality impacts. John and Dailene Marlow, adjoining owners at 2502 State Highway 13, submitted written comments and spoke during the meeting, saying the rezoning could reduce their ability to enjoy their retirement home and could lower property values.

Dusty, the planning staff member presenting the item, said the town of Easton did not object and the state Department of Transportation had no concerns. Staff reported calls and letters from other neighbors; one adjacent owner supported the Millers’ proposal. The Marlow letter stated concerns about runoff in nearby low marshy areas and the potential scale of future livestock operations.

After public comment, the committee moved, seconded and approved the rezoning; the item will go to the county board on May 20 at 6 p.m.

Committee members recorded no conditions tying the rezoning to a specific livestock type or size in the motion; neighbors asked staff to provide correspondence and monitoring information.
