County staff member Duci Ortiz presented the plan and told the board the county reviews the secondary six‑year plan annually and holds a public hearing when proposed changes are made. Ortiz said the presentation focused on projects funded by secondary‑system funding streams, including paved-road resurfacing and limited unpaved‑road funds. She said Gloucester receives about $882,000 per year in tele‑fee (secondary system) funding for paved roads and a smaller allocation for unpaved roads, and she described ongoing studies and technical assistance grants that staff expect to help prioritize future projects.
Ortiz outlined projects that will carry forward in the plan, including the Great Road sidewalk project (partially funded from multiple sources) and the Little England Road repaving project. She said the Transportation Planning Advisory Committee recommended adding a sidewalk infill on Short Lane between Dunston Hall and Gloucester High School to improve pedestrian connections used by student athletes and others. Ortiz told the board VDOT reviewed the feasibility and provided a cost estimate and that the county could fund the project in a future year of the six‑year schedule.
After the hearing, a supervisor moved to approve the secondary six‑year plan and construction budget for fiscal 2026; the board approved the resolution by roll call. The clerk recorded affirmative votes from the supervisors present and the motion carried.
Ortiz also noted six ongoing corridor and route studies, a VDOT technical assistance grant from the Office of Intermodal Planning and Investment and the county’s continued reliance on multiple funding sources for sidewalk and turn‑lane projects. She said there are no proposed new unpaved‑road projects because few county roads meet the criteria for paving under state rules.
No amendments were made during the hearing; the plan will proceed as adopted.
