Committee accepts 2025 PASER report showing slight improvement in pavement condition

The Public Works and Highway Committee voted to accept the village’s 2025 PASER pavement condition report, which staff compiled internally this cycle rather than through consultants.
Staff said crews surveyed individual road segments and assigned PASER scores from 1 to 10. “The road segments averaged just over a 6 rating,” the staff member said, noting the average segment score rose from 5.56 in 2023 to 6.02 in 2025; when weighted by segment length the average increased from 5.67 to 6.17.
Staff told the committee the modest improvement reflects continued investment in the road program and that larger reconstruction projects scheduled or recently completed — including Pleasant View and Rockfield segments — will likely further raise the average in the next cycle. Staff also warned that PASER scoring contains some subjectivity and that different evaluators can produce small score variations.
The committee asked how PASER scores are used to prioritize work; staff said the scores are one of several factors including traffic counts, utility coordination and project timing. Staff proposed using the new PASER data to reevaluate the 10-year road program and to adjust schedules for 2026 work as needed. The committee approved acceptance of the report by voice vote.
