Commission awards inmate meal services contract to Summit Food Services after evaluation

The Eddy County Commissioner's Court voted to award RFP 2504 (inmate meal services) to Summit Food Services after county staff reported an evaluation that rated Summit higher than other bidders.
Tanya Lopez presented the RFP 2504 scoring results on behalf of the detention department, saying the county received two responsive proposals after issuing the RFP on March 10, 2025. Lopez recommended awarding the contract to Summit Food Services based on evaluation scores and other factors.
A motion to award the contract to Summit was made and seconded; the clerk recorded affirmative votes and the motion carried. During discussion a commissioner clarified that the current provider is Trinity Services Group and staff confirmed that contract terms with Summit were still being negotiated.
The court approved the award; staff said they would finalize contract negotiations and return contract documents for execution. No contract was signed at the meeting and staff emphasized that specific contract terms remain under negotiation.
