Committee approves $259,716 contract for 2025 seal coating; Farner sole bidder

The Public Works and Highway Committee approved awarding the 2025 seal coating program to Farner Asphalt Sealers for $259,716.
Staff explained the contract includes seal coating for selected streets and an additional $8,800 of work on water utility asphalt at well sites; that utility portion will cover the amount by which the bid exceeds the $250,000 road budget. “Farner was the only bidder,” the staff member said, noting the village has often received a single bid in recent years for the range of seal-coating treatments requested.
The staff member described several common surface treatments the village uses — GSB 88 (an oil treatment intended to be absorbed by the pavement), microsurface and chip seal — and said different contractors may specialize in one technique and not have the full set of capabilities the village requested. The committee asked about outreach to property owners; staff said residents would receive mailed notices, the website would be updated and social media would be used as construction neared.
A committee member also asked whether Freistadt Road appeared in this year’s program; staff confirmed Freistadt is included in the 2025 map but said it had been removed from the contract award earlier because it pushed the bid over budget and will be reevaluated in 2026.
The committee moved and seconded the award and approved it by voice vote.
