Council approves yearlong agreement for tricycle vendor to operate at five parks; times and conditions set

Borough council on April 21 approved an agreement allowing a transient tricycle vendor, identified as Taryn, to operate at five specified park locations through March 31, 2026, and set hours of operation at 8 a.m. to 9 p.m. daily.

The agreement lists five locations where the vendor may stop: Williams Street Baseball Field, South Fourth Street Baseball Field, Cline's Lane Multipurpose Field, Furnace Dam Park and Triangle Park. The transient permit period in the agreement runs from April 1, 2025, to March 31, 2026. The health, sanitation and codes committee recommended the agreement 3–0.

Council members discussed whether the arrangement differs from other mobile sellers and asked about inspection and insurance. The codes officer and committee said the vendor should carry appropriate insurance and be health‑inspected; the items on the record state the vendor will comply with borough regulations and that the borough can revoke permissions if the vendor fails to comply. The agreement also allows the vendor to attend other parks when invited by an organization hosting an event.

Councilmembers explained the limited locations were chosen so the vendor would not compete directly with concession operations at some parks and to allow the vendor to serve during games and other scheduled activities. A motion to approve the agreement was made and seconded; council recorded all in favor and the motion carried.
