Staff said that during rail spur construction some natural depressional storage was filled and that the developer plans to remove dirt to provide equivalent storage on-site so downstream flooding is not increased. Staff also said the developer will reroute and replace tile damaged by the spur and that the design ties into a structure at the southeast corner of the adjacent trailer park. Board staff noted Ivy Tech had installed an elaborate private tile system; the developer met with Ivy Tech and agreed to protect and repair that system as work proceeds.
A board member moved to approve construction per the Burke memo dated April 21; another seconded and the motion passed. Staff asked the developer to complete the tile reroute and detention basin work early in construction so those protections are in place before other building activity proceeds.
