May 6, 2025 — The Rawlins City Council voted to accept Level 3 construction funding from the Wyoming Water Development Commission for the city’s water service delivery system, a grant the city manager described as roughly $2,900,000 that requires a 50 percent local match.
Councilman Terry Pattison moved the resolution and the motion carried with unanimous council support recorded at the meeting. City staff said the award was approved by the WWDC last fall and required final legislative approval earlier in 2025 before the city could accept the funds formally.
City Manager Tom Sari explained the next steps: the city will identify matching sources and “will either approach the drinking water fund through the state or USDA funding for this,” he said, adding that cash reserves could be considered but that the staff plan is to pursue grant and loan matches first. The motion recorded in the minutes was to accept the WWDC Level 3 construction funding; council acceptance authorizes staff to proceed with project planning consistent with the grant terms.
Council and staff did not adopt a final financing plan at the May 6 meeting. The action taken was acceptance of the award and direction for staff to pursue the required 50 percent match and to proceed with project implementation planning per WWDC requirements.
