Council approves Lakeshore Boulevard resurfacing contracts and related budget transfers

Mentor City Council on May 6 approved a set of ordinances to fund and begin the Lakeshore Boulevard resurfacing project, authorizing a construction engineering agreement and a paving contract and approving related budget transfers to start construction this summer.
The ordinance that moved money and revised appropriations directed a transfer that included $1,800,000 to start the Lakeshore Boulevard resurfacing project, and council later approved an engineering services agreement and a paving contract tied to that project.
Ken, city staff, described the engineering contract selection: “The total estimate estimated fee submitted by QCI for construction management services is a hundred $19,262.68, and this would be billed on an hourly basis and would not be exceeded without prior written authorization.” The city said available federal funds will be applied toward construction and not toward construction engineering; federal funding on the project is capped at $720,000.
A public works presenter identified as Staff member Swigger said bids for the paving work were opened April 18 and that Roniak Paving Inc. of Burton, Ohio, submitted the lowest responsive bid at $1,811,658. Swigger said the engineer’s estimate for paving was about $1,700,000 and that the scheduled final completion date is Sept. 30, 2025.
Council approved the budget-transfer ordinance and the two contracts by roll call; each ordinance was approved in separate votes. The council recorded unanimous affirmative votes during the session.
Why it matters: the work will resurface about 1.5 miles of Lakeshore Boulevard from Andrews Road to the Willoughby corporate line, change the driving surface for a major corridor and use a mix of local and federal funding. Construction is expected to begin in June and finish by late September if the schedule holds.
Council documents: the ordinances approved include the budget-transfer ordinance authorizing advances to start Lakeshore resurfacing, an ordinance awarding a construction engineering agreement to Quality Control Inspection Inc., and an ordinance awarding the paving contract to Roniak Paving Inc. The city noted the federal funding cap and that engineering services were procured through an ODOT qualifications-based selection process.
The meeting record shows council members called for and approved suspension of rules and then approved each ordinance by roll call.
