Carol Stream police: officer honored, sergeant promoted and 30-year employee recognized

The Village of Carol Stream used its board meeting to recognize multiple police department milestones. The board highlighted Officer Carol Kadel’s award, the promotion of a patrol officer to sergeant, and a resolution honoring a 30-year records clerk.

On April 25, 2025, Officer Carol Kadel was named the Illinois Association of Chiefs of Police Officer of the Year, an honor the board said recognizes performance in areas including crime prevention, community relations, training and traffic safety. A village speaker described Kadel’s role as apartment crime prevention officer and noted she coordinates more than 75 police volunteers who contribute thousands of hours annually. Kadel told the board, "Thank you very much. I'm strangely nervous," and praised colleagues and community volunteers.

The board also approved Resolution No. 3418 recognizing Lisa Lake’s 30 years of employment with the Carol Stream Police Department. Trustee Fruzzaloni moved to approve Resolution 3418; Trustee McCarthy seconded. The clerk recorded unanimous ayes and the resolution passed.

Separately, the board performed the ceremonial swearing-in of Officer Douglas Dunham to the rank of police sergeant. Village remarks introducing Dunham noted more than 20 years of service and roles including patrol officer, detective work and field training officer. Dunham addressed the room and thanked family, colleagues and department leadership.

These recognitions and the promotion were presented as honors and internal personnel actions; the only formal board vote recorded was the approval of Resolution 3418 honoring Lisa Lake.
