The Village of Lake Bluff Board of Trustees on April 28 adopted a revised employee handbook that updates several personnel policies, the board heard.
Village staff said the manual establishes terms and conditions of employment for village employees and is reviewed annually. Major changes in the 2025 update include clarifying how competitive communities are selected for the village pay plan, replacing a specific holiday (referenced in the packet as Columbus Day/Veterans Day language) with a general floating holiday, modifying whistleblower-protection language to address an amendment to the Illinois Whistleblower Act, and adding a blood-borne pathogens exposure control policy.
Village administration told trustees the handbook updates also include minor clarifications recommended by the village labor council. Jill O’Brien, who participated by Zoom and has assisted municipalities regionally, was available to answer questions; trustees had no substantive objections and approved the resolution by voice vote.
The handbook changes are intended to align village practices with best human-resources practices and the village labor council recommendations; in certain areas the handbook is superseded by applicable collective bargaining agreements, staff said. The handbook will be the governing document for non‑represented employees and those sections not superseded by collective bargaining agreements.
Staff will be available to respond to implementation questions and to coordinate with the labor council and affected departments as the handbook takes effect.
