The Village of Lake Bluff Board of Trustees on April 28 approved on first reading an amendment to the planned commercial development for the property at 975 Rockland Road that would allow an electric vehicle (EV) charging station and a variation from a front-yard zoning requirement.
The change would convert existing parking stalls into EV charging stalls and requires an amendment to the approved planned commercial development and a variance from the L-2 limited light industry district regulation that, according to staff, requires a front yard depth of no less than 100 feet “where there shall be no structure of any kind.” The petitioner previously received design review approval from the Architectural Board of Review in December 2024 after shifting the station to the southeast section of the lot.
The village’s plan commission and zoning board of appeal (PCCBA) unanimously recommended board approval on April 16, 2025, subject to conditions on lighting and waste/recycling receptacles that staff included in the draft ordinance. The petitioner participated remotely by Zoom during the meeting; a representative identified in the record as Boren told the board he was satisfied with the ordinance as drafted.
Trustees voted by voice on the first reading; no roll-call tally was recorded on the transcript and no board member requested additional changes at the meeting. President Regis Charlot said the board would hold the second reading in two weeks.
The ordinance remains subject to the conditions recommended by PCCBA and to approval at the second reading. No formal building permits or construction work was reported as approved at this meeting.
Board members made no additional substantive comments on stormwater, electrical capacity, or parking-count impacts during the public meeting record.
Next steps: The board will take up the ordinance for a second reading in two weeks, at which time a final vote is expected.
