County officials refer higher-than-estimate chip‑seal bids to public works for review

Butte-Silver Bow commissioners on May 7 opened three bids for the 2025 Road Division chip-seal project and referred all bids to the Public Works Department after staff confirmed budget sufficiency.
Director of Public Works Mark Neri read three bids: Main Maintenance (out of Tucson) at $367,407.60; Jeffrey Contracting (Butte) at $275,555.70; and Hollow Contracting (Butte) at $305,946.59. Commissioner Shea noted the engineer’s estimate was $250,000.
“We had sufficient funds for the chip seal as part of the chip seal and the road fund,” Director Neri said, adding that the office had based the estimate on last year’s pricing and uncertainty in oil prices.
The council voted 10–0 to refer the bids to Public Works for review and recommendation before any award is made. Commissioner Anderson asked whether the budgeted amount was sufficient; Director Neri confirmed the road fund had sufficient money for the project but acknowledged market volatility as a factor.
This referral instructs Public Works to evaluate bidders, check bid bonds and performance history, and recommend an award or other action back to the council.
