Brazos County commissioners voted May 6 to readvertise the request for proposals for a compensation and benefits study after the review committee declined to award the initial procurement.
County HR and budget staff explained that the county lacks internal capacity to perform a broad, third-party compensation study and that an outside firm can help remove politics from pay and classification decisions. HR described the county's current step-group pay structure as "antiquated," saying it does not adequately account for education, experience or differing job duties across departments.
Several commissioners questioned whether the work could be done in-house to save money; staff replied there is not sufficient in-house staffing to conduct a comprehensive market-comparable study across county jobs. The committee that evaluated the proposals had concluded the submissions did not provide the breadth of analysis the county needed.
The court voted to readvertise the RFP; during the vote, a later motion to approve the procurement failed previously but the readvertisement passed with two recorded oppositions to the earlier award.
Staff said the study's goals are to create a modern classification system, revise job descriptions, establish internal and external pay equity, and review benefits and performance-evaluation tools. HR said the study would help the county retain talent and align pay ranges with comparable jurisdictions.
No vendor was selected at the May 6 meeting; staff will return with a revised solicitation and scope for the court to consider.
