Committee approves sending two one-year youth-apprentice positions to full board

The Policy & Personnel Committee of the Manitowoc School District voted to send proposals to the full board to add two one-year youth-apprentice positions — one supporting EL services and one in speech and language — for the coming school year.
District presenters said the positions are temporary, one-year appointments tied to a staff medical leave and to student work-study candidates. Superintendent (stated) Mister Tennis told the committee the district has an employee in pupil services on medical leave and said the proposed youth-apprentice hires would be a short-term measure while that leave continues.
The memorandum in the board packet lists salaries and estimated costs. Mister Tennis said the salary for the replacement staff-level position is “about 33,000,” and that student-applicants would be paid approximately “$14.07.” He said, “There’s no cost to the district. I think it’s an outstanding plan,” because wage costs for the students would be offset by other savings if the regular employee returns partway through the year. Acting Chair Keith Shaw added that the youth-apprentice appointments are intended “for a 1 year only” while the district awaits the incumbent’s return.
Committee members discussed whether to take the two positions as one motion. A committee member moved to advance both items to the full board; a second was received and the committee voted in favor by voice to forward the proposals.
The committee packet notes that two Lincoln High School students were identified as strong candidates (one bilingual in Spanish and one with expertise using augmentative communication devices). The speech- and language-related apprentice candidate is nonverbal and uses a communication device and would work limited hours per week to support students learning to use similar devices. Presenters said the speech-and-language apprentice would provide a classroom-level support experience with minimal district cost.
The committee did not set final hiring salaries for any resulting permanent positions; the proposals presented were limited to one-year youth-apprentice appointments and forwarding the measures to the full board for approval.
Motions and votes were taken in committee; the full board will consider final approval next week.
