School board adopts several policy updates; first reading of Department of Labor safety procedure

The Laconia School Board on May 6 approved a slate of policy revisions and adopted a new Title I family and community engagement policy, while taking a first reading of a safety-procedure policy the district said was requested by the New Hampshire Department of Labor.
At the meeting, administrators presented changes to policies including GBCD (background investigations and criminal records checks), GBCE (training and information on child-abuse prevention), IJOA (field trips/meal trips), JICK (student safety and violence prevention), and JLF (student medical/health procedures). The board voted to approve the revised policies by unanimous voice vote.
Administrators said the proposed EBB-P procedure (a procedural component tied to the district's EBB school-safety policy) was submitted at the labor department's request and required a separate, board-level policy entry. The administration characterized the EBB-P item as a first reading; the board did not adopt the EBB-P item at this meeting.
Policy committee members discussed a multi-policy consolidation that relabeled and combined several older policies. The reorganization led to relabeling and planned rescission: the district will adopt a relabeled Title I family and community engagement policy (KB) and, in a subsequent step, rescind the older KB (which had covered parent involvement in education) after confirming that all substantive language was preserved in the new policy set.
Board members asked the administration to revisit a definition in the Title I draft that expands the meaning of the word "parent" to include a broad set of caregivers; the committee agreed to solicit additional feedback before the next read. Committee members also noted minor grammatical edits and asked staff to refine language in GBCD's volunteer-definition bullet for clarity before finalization.
District staff said many of the redraft items mirror state requirements and sample language the New Hampshire School Boards Association provides, and they performed a crosswalk to ensure content from the older policies appears in the new versions.
The board approved the revised policies presented for action, accepted the Title I policy as presented, and recorded EBB-P as a first reading that will return for further consideration.
