Superintendent Blakey described the budget as student-centered and aligned to the board's goals, noting it responds to declining enrollment, changes in the state funding formula and expiring ESSER funds. In the public presentation, Dr. Blakey said the budget "is about one thing, and that is our students," and district staff said it prioritizes instructional supports, equity-directed allocations and social-emotional services.
The budget document included a $20,000,000 allocation from the district's fund balance to support a transition to a modern enterprise resource planning (ERP) system. Finance staff described process changes made in budget management this year, including an earlier and more robust transfer and enrollment-adjustment process that aims to give principals better budget information while they schedule students for the fall.
Board members asked how return-on-investment (ROI) and 'return-on-learning' analyses will be applied as the budget moves into management. Finance and program staff said program approval and quarterly departmental reviews will require evidence of impact on student outcomes before transfers or supplemental purchases are approved.
Courtney Jackson moved to approve the FY2026 budget; Josefina Dominguez seconded. The board voted by roll call (Heather Benavides; Courtney Jackson; Josefina Dominguez; Reynaldo Tomarito; Nela Storga; Daniel Gonzales) with all voting yes; the motion carried. The budget will be submitted to the New Mexico Public Education Department as required.
