Committee recommends adopting updated Belvoir Ranch master plan to guide city departments

The Cheyenne Public Services Committee voted May 5 to recommend the City Council certify the Planning Commission’s approval of an updated Belvoir Ranch master plan.
Mark Christiansen, consultant with AVI PC, summarized the update as a condensed, department-focused document that recognizes existing conditions and changes since the 2008 master plan. The plan was developed with stakeholder meetings and public engagement; it is intended to guide city departments with interests in the ranch, including Engineering, Planning and Development, the Board of Public Utilities and Public Works.
Christiansen said the Planning Commission adopted the updated plan with one recommendation: revise a goal to explicitly coordinate with the Board of Public Utilities on water-resource policy statements and cost estimates as the BOPU updates its master plan. Christiansen told the committee the recommended language would be incorporated if the City Council certifies the plan.
Committee members asked whether the Planning Commission’s suggested change would be included; Christiansen confirmed staff will craft the goal and incorporate the commission’s recommendation. The committee approved the resolution and recommended it to the full council for adoption.
