Committee recommends repealing downtown graffiti abatement pilot program ordinance

The Cheyenne Public Services Committee recommended May 5 that the City Council approve third reading of an ordinance repealing Chapter 12.28, the downtown graffiti abatement pilot program of Title 12 (Streets, Sidewalks and Public Places) of the municipal code.
Planning and Development Director Paul Bloom (recorded in the transcript as Paul Bloom) told the committee the ordinance initially included a sunset provision that has passed and that the city now budgets annually for graffiti abatement. He said the downtown mural project and work by staff (including Jason Sanchez’s crew) have reduced graffiti incidents and that staff now handles graffiti abatement by working with property owners and paperwork processes to avoid city liability.
Committee members confirmed the original ordinance’s termination date (November 1, 2020, as cited by a committee member) and asked whether any changes had occurred since second reading; Bloom said no substantive changes or feedback had been received since second reading. The committee moved and seconded approval; there were no public comments, and the committee recommended approval on third and final reading.
