The Moraine Merit Commission on May 7 adopted on second reading an amendment to MSC Rule 2, Section 2 that revises the definition of “appointing authority.” The amendment clarifies which offices the city council appoints and which the city manager appoints.
Under the adopted amendment, the appointing authority is defined as “authorized by law to make personnel appointments to city positions.” The text specifically names the city council as the appointing authority for the city manager, clerk of council, director of finance and director of law; the city manager is identified as the appointing authority for all other city positions.
Commissioners said the change had been approved at first reading at a prior meeting and then moved and seconded for final adoption at this meeting. A motion to accept the changes was made and seconded; roll-call votes recorded affirmative responses from the commissioners present, and the amendment was adopted.
The amendment establishes the appointing-authority framework to guide future personnel appointments under the merit rules; staff did not report additional policy or budget changes at the meeting.
