The Gardner City Council on May 5 referred an ordinance to amend the city’s Floodplain Overlay District to comply with recent Federal Emergency Management Agency (FEMA) requirements and scheduled a joint public hearing with the Planning Board.
Councilor Tassoni reported the Public Service Committee reviewed the ordinance, heard from the city engineer about the rationale, and favored referral. Councilor Tassoni moved to refer the proposed amendment to the Public Welfare subcommittee and the Planning Board and to schedule a joint public hearing; Councilor Hardern seconded the motion and the council approved it by voice vote.
Councilors discussed transparency of committee meetings and the availability of recordings. Councilor Kozinski noted recording is a courtesy, not a requirement, and that meetings must be posted as open meetings. The motion before the council was procedural: to refer the ordinance for committee review and public hearing so the city can align local floodplain regulations with FEMA’s updated requirements.
Councilor Tassoni said the ordinance "was reviewed with the committee" and that the committee "was in favor after listening to the city engineer discuss the rationale and reason behind the ordinance to amend."
