Hudson City Council on May 6 suspended the rules and approved the consent agenda by unanimous vote, advancing a set of procurement and project authorizations including security and intercom upgrades, fleet vehicle purchases, a Northeast Ohio Regional Sewer District (NEORSD) cost-share application, drainage work, a substation transformer change order and an amendment to a community reinvestment-area agreement.
Items on the consent agenda (by agenda number as read at the meeting) included: - 25-72: Resolution authorizing the city manager to enter into a purchase agreement with Securitas Technology Corporation for security and intercom system upgrades and declaring an emergency. - 25-73: Resolution authorizing the city manager to enter a contract for purchase of one fleet vehicle for police operations. - 25-74: Resolution authorizing the city manager to apply to NEORSD for Community Cost Share Program funding for design of the Brandywine Creek Watershed Study Update. - 25-75: Resolution authorizing advertisement for bids and contract for the Tow Bridge rear yard drainage project. - 25-76: Resolution authorizing execution of a change order with Thompson Electric Inc. for East Side substation transformer replacement (declaring an emergency). - 25-77 and 25-78: Resolutions authorizing purchase of fleet vehicles for public works. - 25-79: Second amendment to the Community Reinvestment Area agreement with Manz USA and Benedetti LLC and Sia USA Ltd to incorporate a headquarters expansion and declaring an emergency.
Councilor Heater moved to suspend the rules to allow passage of the consent agenda; Councilor Sutton seconded. Because only five council members were present, the mayor noted that suspension required all five votes; the roll-call vote to suspend rules and the subsequent roll-call vote to approve the consent agenda each passed 5-0.
Why it matters: The consent agenda bundles routine procurement and project authorizations so the city can execute contracts, pursue grant funding, and proceed with infrastructure work; several items were presented with emergency declarations that allow expedited implementation once the city manager signs contracts.
No council debate on individual consent items was recorded at the May 6 meeting; councilors were offered the opportunity to remove items for separate consideration but did not do so.
