City Administrator Kyle Butterfield told the council the 1992 easement bisected property that CITA now manages for development; the city and CITA built detention ponds and conveyance systems in 2020 and recorded new easements to protect the city’s investment. Staff recommended terminating the older easement and recording a new easement describing current stormwater infrastructure.
Council approved the termination by motion and voice vote; staff said Exhibit B in the meeting packet contained a recorded southern boundary easement and that Exhibit C describes the new easement to be recorded shortly. The action was framed as facilitating future development proposals for the acreage managed by CITA.
