King County RWQC approves letter on 2026 sewer rate; adds support for affordability summit and oversight

On May 7, 2025 the Regional Water Quality Committee (RWQC) voted to send a letter to the King County Council commenting on the executive—ranch'026 proposed sewer rate and capacity charge, and the committee added language expressing support for an affordability summit and urging independent review of major capital projects.

The letter, transmitted from RWQC staff to committee members and then approved in a voice vote, asks for earlier and more meaningful engagement on rates, longer-term forecasting and greater rate predictability, and calls for third-party oversight of capital projects. Committee staff noted the committee nd MUPAC (Municipal Utility and Planning Advisory Committee) letters align on many recommendations, but MUPAC's letter specifically requests third-party review for "mega projects" while the RWQC draft refers more broadly to program-level independent oversight; committee staff identified that difference during the discussion.

Committee members framed the action as an attempt to move beyond the annual rate cycle. Councilmember Sweet moved approval of the letter with the additional language supporting an affordability summit; the motion was seconded and the committee recorded an affirmative vote with no opposition noted. Jenny Giambattista, Council Central staff, reminded the committee that the council will adopt only the 2026 rate (not the longer-term forecast) and summarized the near-term process: the Budget and Fiscal Management Committee first meets May 28 with action scheduled for June 11, and full Council action would follow June 17 (or June 20 if needed). Giambattista said approval is required prior to July 1 because of existing contracts.

Members emphasized affordability and multi-year rate options as priorities. Chair Balducci said moving to multi-year rates could improve predictability for partners that implement rates and give the committee more time to consider long-term strategy. Councilmember Lee and others said affordability concerns motivated outreach such as inviting WTD leadership to local city meetings. Committee members also asked that staff maintain long-term forecasting and continue transparent communication with cities, utilities and other partners.

On background: the executive transmitted the 2026 proposed sewer rate and capacity charge ordinance to the council on April 24, 2025; Wastewater Treatment Division (WTD) staff had presented a recommended rate that matched the executive's proposal. Committee members will have another RWQC briefing on June 4 and the Budget and Fiscal Management Committee move on June 11, per staff comments.

The committee's letter will be transmitted to the King County Council. The committee also directed that follow-up items—or example a written status update on the long-term financial and sewer rate forecast—e provided in writing and that WTD pursue caucus-level briefings on the vision for clean water.
