Flood Control District committee forwards midyear budget amendment, flags $3.4 million carryover and reallocations

The King County Flood Control District Executive Committee voted 3-0 on May 7 to recommend a midyear amendment to the district's 2025 operating and capital budget and forward the resolution to the full Board of Supervisors for consideration on May 13.

The amendment is intended to carry over unspent capital authority from 2024, make technical adjustments and reallocate funds based on updated project needs. Michelle Clark, the district executive director, said the midyear process is "purely technical with no policy changes at this time." She told the committee the carryover and reallocations include the closure and disappropriation of budget from 12 completed projects and additional maintenance funding for four Lower Green River flood walls.

Clark said the materials accompanying the packet show a carryover amount in the range of $3.4 million and that the carryover differed by about 9% from the November 2024 forecast. She also told the committee staff expect to make further out-year adjustments during the 2026 budget process.

Committee members asked how the district will highlight completed projects. Clark said the district plans to discuss the 12 completed projects at the full-board meeting and publish at least one blog post to share "good news" about the closures and small projects that reduce long-term costs. Supervisor DeShawn Quinn asked whether newly adopted allocation criteria will be applied in the next cycle; Clark said the criteria components will be brought into the 2026 budget process.

The committee also heard that the district is monitoring potential maintenance needs resulting from the 2024'25 season: the staff report included a reallocation of an additional $300,000 for operation and maintenance of four Lower Green River flood walls. Staff cautioned that further maintenance needs could emerge after summer inspections and would be considered in the 2026 budget.

Action: Supervisor DeShawn Quinn moved FCD resolution number FCD 2025-06. The clerk recorded a roll-call vote of three ayes, zero nos; Supervisor Perry was excused. The committee's vote recommends the midyear amendment to the Board of Supervisors for final consideration.

The committee scheduled further briefing and detailed discussion at the full-board meeting next week and signaled outreach to highlight completed projects to constituents.
