The Southern York County SD Personnel & Policy Committee on May 6 reviewed a package of revised policies and one planned retirement.
Key items included moving the student-board-representative guidelines from policy 4.1 into policy 004 (membership) and retiring policy 4.1; updating policy 005 (organization) to reflect current administrative and standing committees — including adding the AI committee and replacing a prior committee name with “Building the Warrior” — and adding board operating guidelines for officers and standing committees. The committee discussed how often the policy list would need updates if administrative committees change.
Other revisions reflected PSBA (Pennsylvania School Boards Association) template language and updates to align with the current Pennsylvania school code: policy 204 (attendance) was updated to reflect compulsory-attendance law changes; policy 351 updated language from “drug and substance abuse” to “controlled substance abuse;” policy 805 (emergency preparedness and response) and 805.2 (school security personnel) were revised to reflect school-code terminology and definitions of the school day; policy 806 (child abuse) was noted as a mandated policy with updated legal citations; policy 807 (opening exercises/moment of silence) was revised to include a required moment of silence on the anniversary of Sept. 11 under Act 25 of 2024 and clarified that the moment may occur at any time during instructional hours; and policy 823 replaced “naloxone” terminology with the definition “opioid antagonist.”
Committee members asked procedural questions: one member asked whether the organization policy should list examples of administrative committees given frequent changes; another asked whether board operating guidelines for ad hoc committees were attached; staff responded that PSBA operating guidelines were the source and that ad hoc committees differ from standing committees. The committee did not vote on any of the revised policies during the May 6 meeting; items are set for the scheduled first reading at the May 15 board meeting and public review ahead of a second reading in June.
