City awards ARPA-funded roof-replacement contracts for 26 homes to Buford Roofing

The New Iberia City Council approved two resolutions awarding ARPA-funded roof-replacement contracts to Buford Roofing and Construction LLC as part of the city’s “one block at a time” home-repair initiative.
Resolution No. 2554 covers asphalt-shingle roof replacements on 13 houses identified in the program; Resolution No. 2555 covers sheet-metal roof replacements on an additional 13 houses. City staff said Buford was the low bidder on both packages and that bids came in under the program budget.
David (city staff) told the council there were five bidders for the asphalt-shingle package and that Buford’s pricing was competitive. The city said it maintains a contingency allowance and noted that contractors will inspect attics as roofs are removed and identify any additional rot or carpentry that must be repaired. Staff estimated the roof work will take one to three days per house and that the contractor planned to sequence houses to reduce exposure during rain.
Council members asked about contractor location and capacity; staff clarified Buford’s office is in Lafayette and said the contractor bid aggressively because it wanted the work and the economy of scale for 13 houses.
Council members also asked about wind-load standards; staff said the city required roofs be installed to meet applicable wind-load requirements for the area.
Ending: The council voted to award both contracts to Buford Roofing and Construction LLC and authorized the mayor to execute contracts; staff said they will manage scheduling, contingency allowances, and homeowner notifications as work proceeds.
