Planning director seeks signature to release floodplain SEPA document; work continues on Title 19 code change

Pete Palmer, Okanogan County planning director, asked the Board of Commissioners to authorize the chair to sign a SEPA environmental checklist to release proposed floodplain management changes for public comment. Commissioners moved, seconded and approved the chair’s authorization by voice vote.
Palmer said the SEPA document and public comment schedule are ready: a 14‑day SEPA comment period and a 30‑day project comment period. He said staff would coordinate hearing dates with county staff and that the Planning Commission would hold training and workshops later in May on public hearing procedures.
Palmer also updated the board about ongoing work to revise Title 19 of the county code to replace certain misdemeanor penalties with civil penalties. He said staff expects to meet again with a consultant (Esther) and that the code rewrite is in its final steps of refinement.
Palmer reported an alluvial‑fan mapping project by the Department of Natural Resources that is scheduled to wrap up in September and said he would present the mapping materials to board members. He requested the chair’s signature to publish the SEPA checklist for the floodplain management update; the board authorized the chair to sign the SEPA checklist during the meeting.
