Island County adopts $1.25 million amendment to 2025 budget to recognize grants and reallocate funds

Susan Geiger, presenting the amendment, told the board the 2025 budget — adopted in December — required several supplemental appropriations because of grants and other unanticipated needs. Highlights she listed included: about $17,000 in a donation for small equipment for the sheriff’s office; $8,000 of overtime for the boating safety program to be paid from the separate boating safety fund; reallocation of travel and training budgets within current expense to department‑level budgets; moving a contract for the county card‑lock system from Facilities to IT; two Human Services items under the affordable housing program (an apartment building and a land purchase for future housing); grant funding in the Auditor’s Election Reserve Fund for a ballot‑sorting machine; Superior Court requests to use court tech funds for an AV system; and an increase to Natural Resources’ salmon estuary grant of approximately $222,000.
Geiger told the board that many of the adjustments are transfers of existing fund balances or recognition of grant revenue rather than new, unallocated revenue to the county’s general fund; she described the net increase in appropriations as $1,251,918 (about 0.889%).
The board opened and closed the required public hearing; no members of the public spoke. Commissioners debated a drafting note: one commissioner said she would vote for the resolution provided the minutes record that the sheriff independently decided to purchase a drone, and that she did not endorse the purchase. Geiger said more budget amendments are possible later in 2025, particularly for public health grant adjustments that arrive midyear.
After discussion, the board moved, seconded and approved Resolution C‑17‑25 to amend the 2025 Island County budget, allowing the specified appropriations to proceed.
