Finance committee reviews ARPA-funded vehicle purchase for Codes bureau; agreement with Stuckey Ford proposed

The Williamsport City Council Finance Committee on Tuesday considered a resolution authorizing an agreement between the Williamsport Bureau of Codes and Stuckey Ford to purchase a new vehicle for the Codes department using American Rescue Plan Act (ARPA) funding.
Gary Naar described the department's vehicle situation: the Codes bureau has six vehicles; four were purchased new several years ago and two older Chevy Cruzes remain in service, one of which has high mileage and increasing maintenance costs. "This vehicle actually will basically be one that I will be driving around, so it will be used on a daily basis just driving around the city, looking for stuff, going to inspections," Naar said.
Naar said the administration requested moving a planned capital purchase forward and funding it with ARPA money rather than waiting under the multi‑year capital plan. Jamie Livermore confirmed the ARPA allocation was already in place and had been combined with other vehicle funding at the end of last year.
Committee members asked for more detail on mileage and vehicle usage for future acquisitions; Mealy suggested that next time the committee look for mileage and condition data when considering vehicle purchases. No objections were raised at the meeting to moving forward with the acquisition under the previously allocated ARPA funding.
No formal committee vote is recorded in the finance committee transcript; staff indicated the procurement will follow the city's contract and procurement process and the funding has been allocated in ARPA accounts.
