Clallam County prosecutor’s office briefs heritage board on grant rules, conflicts and eligibility

Jay Reno, civil deputy for the Clallam County Prosecuting Attorney’s Office, advised the Clallam County Heritage Advisory Board on eligibility, bylaws and conflict-of-interest practices during a detailed question-and-answer session at a board meeting. Reno said the board’s current bylaws impose no limit on the number of grants a single organization may receive and described the process for amending those bylaws.
The board, which advises the Clallam County Board of Commissioners, asked Reno how to change the bylaws and whether any restrictions exist on repeat awards. Reno said changes start with a quorum and a majority vote of the Heritage Advisory Board, followed by legal review from the prosecutor’s office and final approval by the county commissioners. "Meeting of the board where a quorum meets, a majority vote, recommendation of changes to the bylaws," he said.
