Clallam County to Solicite Bids to Replace Courthouse Security Contractor

Clallam County officials said Monday they will solicit bids to replace the county's courthouse security contract, which expires June 30, 2025, and will add provisions for single-point entry screening.
County staff told the Board of County Commissioners the existing contract with Norpoint began after a 2023 procurement and was limited to an 18-month term. Public-safety and facilities staff said the new solicitation will incorporate single-point entry language and is intended both to maintain courthouse security and to complement an eventual transition of courtroom screening back to Clallam County corrections staff.
Requesting the RFP, a county staff member said, "Norpoint was the successful bidder, and that contract expires June 30. It was only set to go up to 18 months, so we have to go to bid again." The presenter said the new procurement "also incorporated the need for single point entry security with that detail in it which the previous one didn't have." (Speaker: Don, staff member.)
Commissioners pressed staff on staffing and operations. Don said the county has recently hired and is processing additional corrections employees: "we have 2 in background... we've had 3 new employees start... I have 3 more that are in the background process... and we're working on housing for another one" and that those hires, once onboard, will allow an incremental return of courtroom security duties to corrections staff. The staff member added that facilities already holds equipment and that the policy revision needed to implement single-point entry is in draft.
Commissioners and staff agreed to proceed with the RFP process and said they expect to return to the board with results of the procurement once bids are received. No roll-call vote was recorded on the floor; the board recorded direction to issue the solicitation and continue work on the policy revision and staffing plan.
The county emphasized the new solicitation does not increase the total number of contracted security officers from prior procurements; rather, it adds single-point entry language and seeks contractor flexibility for busy days. Staff also reported positive interdepartmental feedback about having security officers on site, including perimeter checks and evening patrols.
The board requested staff return to the agenda after bids are evaluated; staff indicated the new contract timeline and subsequent agenda item will align with June reporting dates.
