A joint conference committee of the Senate Institutions and the House Institutions and Corrections on May 7 accepted proposed language to direct "2 ACCD" toward municipally owned infrastructure improvements that support new or rehabilitative housing, and agreed to certain cash allocations while postponing a decision on bonded financing.
The committee accepted the proposal after a staff member read the draft language aloud. Speaker 3, a staff member, read: "2 ACCD for municipally owned infrastructure improvements that support the development of new or rehabilitative housing." Speaker 2, a conference committee member, responded, "The language is very good."
Committee members discussed a separate cash item during the session. One participant asked whether "the 600,000 cash would go into major payments with EGS," and a committee member said that was acceptable. Members also said they had "agreed to the $6.25" and that they had reached agreement on important cash components of the proposal. The committee noted that some differences remain on a bonded component and that the bonded piece had not been resolved.
Members agreed to continue work on outstanding items the following day. Multiple speakers discussed meeting again in the afternoon; the committee agreed to reconvene at 11 a.m. the next day to finish outstanding items.
Why it matters: the language the committee accepted would direct an identified funding line (referred to in the transcript as "2 ACCD") toward municipal infrastructure projects tied directly to housing development or rehabilitation. The committee's decisions on cash allocations move parts of the package forward, while the unresolved bonded financing leaves a portion of the funding plan unsettled pending further negotiation.
Next steps: committee members scheduled another meeting to continue negotiations on the remaining bonded-dollar issues and finalize budget language and allocations.
