Grants and intergovernmental relations director Emily Moore said the CDBG‑CV award totals $900,000 from the North Carolina Department of Commerce. The current budget was $405,000 for public facilities, $405,000 for public services and $90,000 for administration. The amendment increases public facilities to $505,000 and reduces public services to $305,000 while leaving administration at $90,000.
Moore said the expanded public facilities activities will fund Spring Hope Community Park trail extension, Castalia Community Park trail extension, eight handwashing stations, design and engineering for facilities, and will remove planned Wi‑Fi towers from the facilities list. Public services to be supported include PPE for volunteer fire departments, PPE dispensers for an EMS station, computers and accessories for libraries and senior centers, and EMS equipment for stations in low‑to‑moderate income areas.
Moore told the board the reallocation was needed because of unforeseen partner challenges and would allow the county to complete both services and expanded facilities that support COVID‑19 recovery. The board opened and closed the required public hearing with no public speakers and the hearing record was accepted.
Separately, Moore presented an amendment to the county’s engineering services contract with The Wooten Company to add design, bid and construction‑inspection services for the newly added trail extension activities; the engineering amendment will be funded from the CDBG‑CV award. The board approved the contract amendment, subject to county attorney and manager review of final documents.
