Town presents FY25 capital project updates; some residents raise concerns about Avenue shade structure

Highlights included the Golden Eagle playground (reported slightly over budget but with $50,000 in carryover available), the Avenue Linear Park multi‑year project (shade structure installation expected in two to three weeks from the meeting date), event receptacles and root barriers on the Avenue, Panorama Park (substantially complete, under budget), and work on Fountain Park and the Community Center (dividers, fans, blinds and lighting in progress).
Kevin described the new event receptacle units that will replace the existing temporary 'spider boxes', saying the new installation will be safer and cleaner for events. "The trip hazard alone scared me to death every year," he said while discussing the replacement of cords and temporary boxes on the Avenue.
A resident speaker raised concerns specifically about the Avenue shade structure and the public-notice and design process. The speaker said a side-view rendering had not been widely publicized and criticized the structure’s scale and siting, describing it as "a hundred feet by 60 feet" and saying it could block views and sit mostly unused. "Bring this back out, take a pause on it," the resident said, asking for clearer public engagement and economic justification for the structure.
Public works staff also reviewed sidewalk and guardrail projects, stormwater wash cleanups, and school-area guardrail work coordinated with Maricopa County. Justin (Public Works Director) and other staff described project schedules and the town’s strategy for phasing larger projects where geotechnical or expenditure-limit constraints required multi-year work.
Council members and staff noted that some projects were delayed or required additional funding due to unforeseen site conditions such as shallow utilities or antiquated lines under park improvements, and staff said they intended to return to council if supplemental funding became necessary. For the Avenue shade structure, staff said installation was planned as part of the multi-year project and that many components were under contract or ordered.
