The board approved, by voice vote, an EMS building floor plan submitted in meeting materials and asked county staff to issue a limited‑scope request for proposals for construction‑management services to oversee the EMS project. County staff noted that ARPA and state grant deadlines constrain the project budget; the commissioners instructed staff and counsel to ensure procurement complies with grant and 2 CFR 200 rules.
During the meeting Sheriff Tate advocated using a metal building and county resources to reduce cost; he presented a vendor estimate for a metal building and said using county labor could reduce total cost and free funds for site work and furnishing. Commissioners discussed the tradeoffs between the originally planned stick‑built structure and a metal building; staff said the county would need a general‑contractor permit and that chosen approach must comply with engineering specifications and grant rules.
The board also authorized staff to prepare a termination document for the EMS portion of the Trey contract and to proceed with the new procurement steps; staff said the termination would not affect the AgCenter contract work. A separate discussion about whether to use stone or brick on the AgCenter façade was tabled so staff and the county engineer can confirm the contract/specification details and the engineer’s recommendations.
