Board of Elections to test upgraded election computer; director says paper ballots will remain

Carol Soules, director of the Cabarrus County Board of Elections, briefed the Cabarrus County Board of Commissioners on May 5 about an equipment upgrade that adds compact flash drives to the county’s existing election hardware and an upgraded election-management computer used to program and tabulate results.
Soules said the vendor will perform a simulated election before the equipment is used in an actual contest. She emphasized the county will continue to use paper ballots: "There will always be paper ballots as long as I'm the director." Because the board lacked a quorum, commissioners received the briefing and no formal approval was taken that evening.
Staff said the upgrade affects two pieces of equipment: a new election-management computer and compact flash drives for existing machines to add a security layer; the vendor will run validation tests prior to any live election use.
