Social services seeks Home and Community Care Block Grant application; program served thousands in FY24

Cabarrus County Social Services told the Board of Commissioners on May 5 that the Home and Community Care Block Grant (HCCBG) supports services for residents age 60 and older, requires a 10% county match, and helps fund meals, in-home aide services, adult day health and home improvements that enable older adults to remain in their homes.
Tammy Baer explained that HCCBG-funded services in the prior year delivered more than 69,000 meals to older adults through Meals on Wheels and lunch-plus sites and that 378 adults received other supports tracked under the grant. She said in-home aide and adult day health services assist caregivers and allow older adults to remain in the community longer; 49 adults received in-home aid and adult day services last year under the grant, and 39 adults received help under the county’s home improvement program in FY24 for minor repairs and mobility improvements.
Baer told commissioners the grant requires a county match of 10% (except for Meals on Wheels, which contributes its own funding) and that staff had been instructed to use current-year amounts for planning because FY26 figures were not yet available. Because the board lacked a quorum, commissioners were given the report as information and were asked to note staff’s intent to submit the application when application windows open.
